Pharmac - Consultation on the Exceptional Circumstances Framework

Pharmac has now opened public consultation on the review of the Exceptional Circumstances Framework, including the Named Patient Pharmaceutical Assessment (NPPA).


We would appreciate your support in sharing this information with your networks, particularly with anyone who has experience of, or an interest in, the Exceptional Circumstances Framework.  We also welcome requests for direct meetings to discuss the review and provide feedback.


I have provided some background information if you wanted to share through any networks.


Background Information


The Exceptional Circumstances Framework outlines how Pharmac considers funding requests for people with exceptional clinical circumstances when those circumstances fall outside the Pharmaceutical Schedule funding process.


The review will take place in two stages. In the first stage, which is currently open, Pharmac is seeking feedback on what could be improved. In the second stage, Pharmac will consult again on any proposed changes or improvements informed by the feedback received.


Patients, whānau, clinicians, and others have told us that the current Framework is no longer fit for purpose and can be difficult to understand and navigate. As a result, we are reviewing the Framework to identify improvements and refinements so it better meets the needs of those who use it.


To support this, Pharmac is using a range of methods to gather feedback and insights. We have published a detailed Discussion Document on our website and made a survey available on Citizen Space. The survey includes both general and more specific questions, and people are welcome to respond only to the questions they feel comfortable answering. There is also space to share additional perspectives or information that may not be covered in the survey questions.

The first consultation is open until 5pm on 7 June.


Please note that all pathways within the current Framework will continue to operate during the review. There will be no changes to how applications are assessed while consultation is underway.


We apologise if you receive more than one email about this review. We are using several channels to help ensure everyone who may wish to contribute is aware of the consultation, and some duplication may occur.
